GSM Issue-FER TCH test falls outside limit in 900MHz and 1800MHz frequency band
FER stands for Frame Error Rate. For FER TCH channel testing of the DUT(GSM UE or mobile), it need to be checked whether it is meeting the specifications for various frequency bands such as GSM850, GSM900, DCS1800 and PCS1900. The 3GPP standard TA document 51.010, test case section 14.5.1.2 defined the limit for the test for various physical channels viz. FACCH,SDCCH,RACH,SCH,TCH-FS(full rate speech), TCH-HS(half rate speech) and TCH-EFS(Enhanced Full rate speech) at reference sensitivity level specified according to the mobile subscriber class as specified below.

Reference receiver sensivity level
For DCS 1800 band, class 1 or class 2 MS, the level is -100 / -102 dBm.
For GSM 900 band, small Mobile Subscriber(MS), the level is -102 dBm.
